1. Terms

1.1. These Rules regulate relationships that arise in the process of sale and purchase of electric energy between producers or suppliers of electric energy and consumers (on the retail market of electric energy).

These Rules apply to all legal entities and individuals (except the public).

The norms of the sections "General Provisions", "Limits of balance sheet ownership and operational responsibility of the parties" and "Peculiarities of electric energy supply for populated areas" apply to all consumers without exception.

1.2. For the purposes of these Rules, the following terms and definitions are used in the following sense:

advance payment - partial payment (in the amount determined by the contract) of the amount of electricity declared for the next billing period, which is carried out before the beginning of the billing period;

emergency power supply armor - the smallest amount of electric power and the minimum daily amount of electricity consumption, which in the event of a complete stoppage of production ensures the safety of people's lives, prevents damage to the main equipment and heating systems of the consumer, ensures the preservation of emergency, security lighting and signaling, the minimum permissible level of ventilation and sewage, operation of fire extinguishing, drainage and drainage systems, prevents negative consequences of man-made and natural nature;

emergency unloading - mode of operation of the unified energy system of Ukraine, in which a forced reduction of the amount of consumed power is carried out to prevent disruption of the stability of the energy system;

automated system of commercial accounting of electric energy (ASCOE) - a set of integrated into a single functional metrologically certified system of local equipment for data collection and processing of accounting means (means), information transmission channels and devices for receiving, processing, displaying and registering information;

the act of ecological, emergency and technological armor of the consumer's electricity supply - a document of the established form, which contains general information about the consumer, the list of current receivers classified as ecological, emergency and technological armor, their load, daily electricity consumption and the time required to complete the technological process are taken into account ( production cycle);

act of distribution of electric energy - a document of the form established by the parties regarding the percentage distribution by zones (hours) of the day and/or relevant tariffs of the amount of electric energy accounted for according to the general single-tariff accounting method, drawn up based on the results of instrumental measurements during the day when the enterprise (consumer) worked in normal mode;

base period - the period during the year preceding the month in which the estimate of costs for maintenance of technological electrical networks is provided for approval by the network owner;

block plant - a power plant that belongs to the consumer and works in the unified energy system of Ukraine;

disconnection of the consumer (from the power grid) - implementation of organizational and technical measures aimed at eliminating the possibility of transferring electric energy to an individual consumer;

disconnection of the consumer (from the power grid) - termination of the supply of electrical energy to the consumer with the help of appropriate switching equipment and/or due to the implementation of organizational and technical measures aimed at stopping the transmission of electrical energy to the electrical installation of the consumer;

the responsible party is the owner of the means of commercial accounting or another organization that is responsible for their operation in accordance with the contract;

owner of electrical networks - a legal entity or individual who owns or uses electrical installations intended for the transmission and/or distribution of electrical energy;
