On November 25, 2018, near the Kerch Strait in the Black Sea, Russian troops opened fire on Ukrainian boats and captured 24 crew members. For more than nine months, Ukrainians have been detained in Russian prisons without being recognized as prisoners of war. Despite the obligation of the International Tribunal for the Law of the Sea to release the military immediately, Russia has not complied with this decision.
